I notice there is a north pier and a south pier. Which is good location to fish on the pier ? North or South. Which is better?

Hey we fish the skyway quite a bit. I was wondering what the best live bait to use. We have been getting decent runs but no hook ups. Could you help us in getting more hook ups. Like hook size and weights for free lining.
